Budget Analyst

Hiring range $48,720.00 (min) – $59,706.00 (mid), salary will depend on qualifications and experience.
Under direct supervision, assists with the development, preparation, administration, and analysis of the Metropolitan Sewerage District of Buncombe County operational budget. Works with all departments to develop yearly budget; analyzes various historical critical components of the budget and advises Directors and Managers; Reviews individual department expenses throughout the year and consults with departments to resolve any identified issues or discrepancies. Prepares a variety of budget and analytical reports, written memoranda and records. Employee is responsible for ensuring that benchmarks and/or performance measures are included in the District’s annual budget. Employee is also responsible for assisting department heads by providing general budget information and advice, as requested, and preparing budgeting reports and summary statements. This position does not have direct supervision or evaluation responsibility for any employees. Reports to the Director of Finance.
Minimum Qualifications
• Bachelor’s degree in accounting, business and or public administration or a related field, and at least 3 years of responsible utility budgeting experience encompassing multi-million dollar funds; or any combination of training and experience which provides the required knowledge, skills and abilities.
• Possession of a valid North Carolina driver’s license.
Preferred Qualifications
• North Carolina Certified Budget and Evaluation Officer Certification desirable, but not required

Facilities Maintenance Builder Apprentice
Qualified applicants are encouraged to apply for the Facilities Maintenance Builder Apprentice job currently open in the Finance Division. This position will remain open until filled.
Pay range is based on a skill-based pay system. The pay range is $ 38,056 (min) $ 51,047 (mid) $64,038 (max), depending on qualifications and experience.
Job Duties:
Under direct supervision performs semi-skilled work for the Metropolitan Sewerage District. Work involves learning, applying, and performing a wide variety of entry level construction tasks that relate to the paint, masonry, carpentry and door/hardware/security trade functions assigned to the Facilities Maintenance Department. Reports directly to the Facilities Maintenance Manager.
Minimum Training And Experience
• Graduation from High School or GED equivalent
• 2 years’ experience in a relevant construction trade or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities to carry out job duties.
• Valid NC Driver License.
Additional Requirement
• Must attend in-house training on Aerial lift, forklift, confined space entry, fall safe PPE, CPR and first aid, with-in 12 months of hire date.
