Federal Insurance Marketplace and Changes to Food Assistance Benefits

What Health and Human Services Wants You to Know

The Affordable Care Act went into effect on October 1, and many people want to know how it will affect their ability to get health insurance. Residents in NC can choose from a variety of options from private companies available through the federal Health Insurance Marketplace – also called “the Exchange.”

Individuals who already receive Medicaid or Health Choice for Children will not be affected and do not need to take any additional action at this time.

For those who do not have health insurance, North Carolinians can shop, compare, and choose a health insurance plan that meets their needs and the needs of their family from October 1, 2013 through March 31, 2014. They will also find out if they are eligible for subsidies to help cover their insurance costs. Options for applying:

•     Online: healthcare.gov (En Español: CuidadoDeSalud.gov)

•     By phone: 1-800-318-2596

•     TTY users may call 1-855-889-4325

Individuals who think they may be eligible for Medicaid can apply by phone (250-5500), by mail, or in person at the BCDSS office located at 40 Coxe Avenue in Asheville. We also have a new option: individuals can visit 40 Coxe Avenue and use our new self-service computer center to access online applications. You can also apply online through e-PASS at epass.nc.gov.

Changes to food assistance benefits (EBT Card)

Due to changes in the federal law, food assistance benefits are decreasing for most people starting November 1, 2013. The federal government temporarily increased food assistance benefits in 2009 to help people affected by the economic downturn. This increase will end on October 31, 2013.

Most people will see a drop in their food assistance benefit. For a family of four the reduction will be about $36 a month for the entire family. Find out what your food benefits will be by calling 1-888-622-7328 on the same day as you normally receive your benefits.

For more information about these changes, check buncombecounty.org or call 1-828-250-5500.
