Community Development Block Grant – Disaster Recovery Draft Action Plan

Provide feedback on the Draft Action Plan for Disaster Recovery through public comment.

In February, the City of Asheville gathered input from area residents which was used to help create the Community Development Block Grant – Disaster Recovery (CDBG-DR) program Draft Action Plan.

Thanks to the public’s participation, the Draft Action Plan outlines unmet needs caused by Hurricane Helene within the city limits, as well as the proposed programs and activities to be funded with the $225 million CDBG-DR grant allocated to Asheville.

Feedback and questions from this second phase of input will further inform the final Action Plan. Staff will present the final plan to the Asheville City Council for approval on April 8, 2025 before it is submitted to the Department of Housing and Urban Development (HUD) for final approval no later than April 21, 2025. All questions and feedback will be responded to by City staff.

The City of Asheville also invites residents to provide comments at three public feedback sessions. Each session will discuss the whole plan as well as one of three programs: Housing, Economic Revitalization, and Infrastructure.

Public Sessions

Public participation is a critical part of this process, and the City encourages all residents to attend a meeting, learn more about CDBG-DR, and share their perspectives on recovery needs. Register for any session at www.ashevillerecovers.org/cdbg-dr.

  • Wednesday, March 19, 2025 – Housing funding opportunities and projects. This session will be held at Harrah’s Cherokee Center Asheville, Banquet Hall (87 Haywood Street in Asheville) from 6-8 p.m.
  • Monday, March 24, 2025 – Economic Revitalization funding opportunities and projects. This session will be held at Radical Hotel, Golden Hour Restaurant (95 Roberts Street in Asheville) from 10 a.m. to 12 noon.
  • Wednesday, March 26, 2025 – Infrastructure funding opportunities and projects. This session will be held at A-B Tech, Ferguson Auditorium (Fernihurst Drive in Asheville) from 10 a.m. to 12 noon.
