Resolution to Block the Use of City Property for Civil Immigration Enforcement Activities

Protect our schools and communities from ICE activity!

The Federal government is targeting Western North Carolina for immigration enforcement actions.

Elected officials, faith leaders, union representatives, and community organizations held a press conference in Asheville on Monday, November 17, 2025, to introduce a resolution that prohibits the use of City-owned facilities, lots, and parks as staging areas, processing locations, or operations bases for civil immigration enforcement.

Asheville City Councilmember Kim Roney announced the resolution at the Land of the Sky United Church of Christ. She was accompanied by a group of faith leaders, union representatives, and nonprofit organizations advocating for immigrant communities.

We have seen from the operations in Charlotte and other cities that these actions are not about addressing crime. The vast majority of people rounded up do not have any criminal record. Instead these actions are terrorizing communities, splitting up families, violating Constitutional rights, eroding trust in local law enforcement, and making all of us less safe.

At a time when we are still trying to recover from the devastation of Helene, our City and County resources should be used for recovery not for waging war on our own communities.

Other cities targeted by ICE and Customs and Border Patrol have restricted the use of city resources for civil immigration enforcement as a way of preventing their localities from subsidizing these unlawful and immoral attacks on immigrant communities.

The resolution seeks to prevent CBP from utilizing any city-owned facilities, lots, or parks as operational bases for civil immigration enforcement.

Roney noted that the resolution has not been added to a future council agenda — a step that requires request from three council members.

Take Action! Uphold community trust, ensure that Asheville’s public resources are prioritized for Helene recovery, and protect the constitutional rights of all residents including citizens, immigrants, and refugees.
